Local Lunacy

My city, Salinas California, also known as 'The Salad Bowl of the World' is known for acclaimed author John Steinbeck, the Salinas Rodeo, and Mazda Raceway at Laguna Seca. The population's 150,000 plus here and the weather here is described as 'natural air conditioning' as the weather remains cool here, it doesn't snow hardly at all here, and it rarely gets hot here in town. Tourists come and go, they check out the Steinbeck Center, which is a tribute to the author himself and some background on Salinas, they go to the Salinas Rodeo and maybe they'll go see a race at the Mazda Raceway or they'll visit the neighboring cities of Monterey, Pacific Grove, Carmel, or Big Sur and see the beautiful sights over there.
It's painfully apparent that Salinas has a crime problem. This city has an alarmingly high homicide rate; in the year 2009, there were 30 people murdered, most of these killings were gang related.
Salinas has had a gang issue for decades now. So what's the solution? Seems that the mayor and the Salinas police department officials met with some business owners behind closed doors and implemented Operation Ceasefire, a program that will offer gang members a job and this will also benefit their employers: they'll get tax credits and get subsidized for paying worker's wages. These merchants can hire gang members and get supported too. Sounds great doesn't it?
So far, most of the public isn't supporting Operation Ceasefire. In the local and ONLY newspaper, the Salinas Calfornian, the readers have posted their opinions on this. On local news websites, the public's voices are being heard as well. Perhaps the other reason is that when the business owners, the police department represenatives, and the mayor all got together to discuss this, the public wasn't invited; to me, that is a bad sign.
This program, Operation Ceasefire, sounds like a dangerous situation for society. A lot of scenarios can be envisioned, and with a city who has an horrifyingly high murder rate, the outcome of this program won't be as rosy as Operation Ceasefire's supporters will claim it to be.
The public deserves to know which business is going to support Operation Ceasefire; then, the public can chose to patronize these businesses or not.
